First, we propose the MHDEA model, a non-parametric methodology, to measure the TCPI of China's fossil fuel power plants. This model allows for the incorporation of information from meta-frontier technology, undesirable outputs and hybrid DEA, addressing the weaknesses of technology homogeneity and conventional DEA models.
